New and altered motions and amendments
*S3M-4272 Irene Oldfather: Remember, I’m Still Me—That the Parliament welcomes the publication of the report, Remember, I’m Still Me, by the Mental Welfare Commission for Scotland and the Care Commission; notes that the report draws on investigations into 30 care homes across Scotland that have residents with dementia; acknowledges that the report has found a number of areas where care homes are failing people with dementia, including more than half of residents not having the opportunity to leave the care home premises; further notes that, out of a total of 182 personal plans, fewer than a quarter had adequate details and a further third contained no life history at all; is concerned by the findings of the report, which suggest the misuse of medication, with a number of residents on more than one antipsychotic medication; believes that it is vital for care homes to have as much information as possible recorded in order that they can provide a high standard of care for residents with dementia; agrees that immediate action should be taken in those cases where bad practice continues to have a detrimental effect on residents; considers that the report is further evidence of the failings in the Scottish care system, and therefore believes that a culture change in Scottish care homes is essential and that the charter of rights currently being developed by the Cross-party Group on Alzheimer’s is one important strand towards improving the quality of care and treatment for people with dementia.
*S3M-4271 Robin Harper: Moratorium on Opencast Coal—That the Parliament recognises the serious impact of opencast coal mines on communities throughout Scotland; understands the harmful effects on health and the serious disruption faced by local communities forced to live with opencast mines on their doorsteps; acknowledges that plans to expand opencast mining will blight yet more communities and are incompatible with the Scottish Government’s stated climate change targets; condemns the Scottish Government for leaving the vast majority of planning decisions concerning opencast coal mining in the hands of councils with huge vested interests in supporting the industry; accepts that Scotland should be investing more in proven renewable technologies before unproven end-of-pipe solutions, and calls on the Scottish Government to bring in a moratorium on new opencast projects and to set out a timescale for the phasing out of Scotland’s two coal-fired power stations.
*S3M-4270 Ross Finnie: Hewlett Packard to Reconsider Erskine Relocations—That the Parliament expresses grave concern over the decision by Hewlett Packard to relocate 843 employees from its Erskine site to the Czech Republic during 2010; notes that Hewlett Packard has already cut 150 jobs in February 2009, meaning that current relocations raise possible job losses on the site to nearly 1,000, and calls on Hewlett Packard to reconsider this short-term decision made in the midst of economic recession and retain its core facility and employees at Erskine.
*S3M-4269♦ Elaine Murray: Wildlife Week, 6 to 14 June 2009—That the Parliament commends the Scottish Wildlife Trust (SWT) for organising Wildlife Week, 6 to 14 June 2009; notes that there are over 230 events and activities taking place throughout Scotland, including the celebration of peatlands, woodlands and marine environments in Dumfries and Galloway, and appreciates the efforts by SWT, its sister charities and non-governmental organisations in Scotland in raising public awareness of the richness of Scotland’s natural environment and the need to preserve and enhance habitats to conserve Scotland’s wildlife and ensure that future generations can also enjoy its diversity.
*S3M-4268# Stuart McMillan: Don’t Jeopardise 126 Years of Cultural Heritage—That the Parliament notes with concern that the future of the Strathclyde Police Pipe Band has been put in jeopardy; notes that the pipe band, whose origins date back to 1883, was set up by public request and was endorsed by an Act of Parliament; acknowledges that the pipe band enhances the reputation and prestige of Strathclyde Police worldwide while also playing a significant role in community engagement at local level; further notes that the band has been a regular feature at the five major events of the pipe band calendar, namely the Scottish, British, European and world championships, as well as the Cowal Highland Gathering; notes the lack of investment in Strathclyde Police Pipe Band, and wishes to ensure that the Strathclyde Police Pipe Band continues and that 126 years of cultural heritage are not jeopardised.

*S3M-4267♦ Trish Godman: Erskine Week, Supporting Veterans—That the Parliament supports Erskine Week, from 1 to 8 June 2009, organised by Erskine, the charity that cares for ex-servicemen and women throughout Scotland; congratulates all those who are taking part to raise money for the charity; notes that Erskine Week aims to get people of all ages involved to raise awareness and funds to help Erskine provide the very high standards of care that Scotland’s veterans so eminently deserve; offers congratulations to Colonel Martin Gibson, the outgoing chief executive of Erskine, who retires on 8 June, for all his hard work and dedication; wishes him well in all his future endeavours; wishes to ensure that the care, treatment and rehabilitation of ex-servicemen and women is given the highest priority, and further notes that the world would be a very different place without the dedication and courage of veterans, such as those in the care of Erskine Home in West Renfrewshire.

*S3M-4266 Jackie Baillie: Breastlight—That the Parliament congratulates bioscience company PWB Health on winning a gold award at the 22nd annual Excellence in Design competition in the medical/test equipment category; notes that its product, Breastlight, is a revolutionary hand-held device that uses pioneering technology to help identify early signs of breast cancer; understands that this potentially life-saving device is being trialled in multiple pharmacies in England and will soon be rolled out across the rest of the United Kingdom, and further congratulates this local independent Alexandria company on its fifth consecutive year of growth, a fantastic achievement for a small business in the current economic climate.

*S3M-4265 Sandra White: Better Care for Dementia Sufferers—That the Parliament welcomes the announcement by the Scottish Government that it will accept and implement all of the recommendations of the Mental Welfare Commission and Care Commission report for the improvement of care in care homes for people with dementia, and believes that the wide-ranging consultation to be undertaken over the summer, coupled with the formation of a specialist dementia forum, will serve to ensure that those in care homes and suffering from dementia will receive the level of care that they require and deserve.

*S3M-4264 Jackie Baillie: Successful Partnership Between Clydebank College and Babcock Marine—That the Parliament congratulates Clydebank College on picking up the first prize at the inaugural Business to College Awards 2009; notes that the college won the relationship category award for its partnership with Babcock Marine; further notes that Babcock Marine nominated the college for the awards that recognise the many ways that colleges support business sustainability; understands that Clydebank College has been working with Babcock Marine for more than 10 years, developing a strong working relationship; further understands that the college developed an apprenticeship scheme ensuring availability of skilled personnel for Babcock Marine and added to this in 2007 when the college opened its Babcock Marine School of Engineering, and wishes both continued success in their mutually beneficial relationship.

*S3M-4263 Margaret Mitchell: St Andrew’s Hospice—That the Parliament supports the invaluable work being undertaken in Lanarkshire by St Andrew’s Hospice in the field of palliative care; welcomes the introduction of the Liverpool Care Pathway project, which will start on 6 May 2009 and will see six senior grade nurses coming to the hospice and providing innovative training and education in the use of the Liverpool Care Pathway for the Dying Patient to the staff in three district general hospitals and in nursing and care homes across Lanarkshire, and further welcomes the news that, in cooperation with NHS Lanarkshire, St Andrew’s Hospice will be extending the number of its specialist palliative care beds from 20 to 26 with a further four specialist beds to be introduced in the near future, thus extending the number of specialist palliative care beds for Lanarkshire patients from 20 to 30 within a period of 18 months.
*S3M-4262 Margaret Mitchell: East Ayrshire Carers Centre—That the Parliament congratulates East Ayrshire Council on its recent Provost’s Charity Ball, which raised £14,766 for the East Ayrshire Carers Centre; notes that the charity is the first to be adopted by the council and that the centre was officially opened by HRH The Princess Royal on 15 April 2009; welcomes that Dalmellington House will be a luxurious facility to be used by carers from throughout the United Kingdom for a relaxing holiday and to provide training for young carers, and wishes the East Ayrshire Carers Centre well in its continued work.
S3M-4261 *#* Trish Godman: Credit Unions Versus Loan Sharks—That the Parliament *is aware of the infamous activity of loan sharks in today’s difficult economic circumstances; deplores their squalid and parasitical focusing on those without work and other citizens on low incomes; believes that measures must be taken to defeat these parasites; is convinced that an expanding credit-union movement, with the appropriate local and national support, is the most effective antidote to this obnoxious practice, especially in communities characterised by deprivation and disadvantage; praises the fine work performed in such areas by Port Glasgow Credit Union and Renfrewshire Credit Union, and believes that all of those organisations and agencies, which have the wherewithal, could constructively support our credit unions.*
